A dealer in Orange County, Va., is feeling the wrath of the county Planning Commission, which has denied a request to rezone his 3-acre parcel. The panel recommended that county supervisors refuse Village Motorsports owner George Carter's request, according to the Fredricksburg Free Lance-Star

Neighbors complained about noise and bright light from the property. An attorney for Carter said he had planted trees to screen the property after another rezoning request was granted, but all but one of the trees died. Carter uses the lot for parking, especially for special events, but wants the option of other uses, his attorney says.

Commissioners said they would consider special event permits for the property.
