Prosecutors In San Bernardino, Calif., have charged two executives of a powersports importer with conspiracy and 70 counts of grand theft in a scheme authorities say bypassed the California Air Resources Board (CARB) standards but claimed to have met them.
The felony complaint against Kening Ma and Shirley Hyunae Ji, executives of Goldenvale, Inc., includes 34 counts of grand theft, 30 counts of possession of a false certificate, and six counts of money laundering.
According to a felony complaint filed against them, the pair imported Chinese vehicles from 2005 to 2008, slapped CARB labels on them and sold them to consumers and dealers in California. The complaint alleges the vehicles and engines were never tested for compliance with the standards.
